The technical assistance will seek to support LGSS to define and implement the major components of the HRM strategy and performance monitoring for Local Government in Ghana. Given the existing capacity constraints in the Service, the TA will have a major responsibility in collaboration with the HRM Directorate and the QATSD to build the capacity at national, regional and district level for a sustainable functioning of the systems to be put in place. The TA also has to closely collaborate with the other TAs working in LGSS towards the realisation of the core mandate of LGSS. Effective decentralized Human Resource Management is a key factor in administrative decentralization and needs to be approached with the right mix of knowledge systems, processes and change management approaches.
