Job Description:


Expert 1: Trade Policy/ Team Leader in Australia (Senior category expert – 110 days)
The Team Leader will have the overall responsibility for the coordination and management of the team carrying out the assignment as described in these ToR, meeting deadlines, ensuring quality, consistency, and respect the agreed templates and appropriate content of the outputs.

The team leader is expected to be in close and regular contact with the EU Delegation to Australia to receive adequate guidance on the areas to address in each study. S/He will be available for any kind of follow-up question to the studies during the duration of the contract.

Qualifications and skills
• Education at the level of Masters’ Degree in a field related to the assignment (economics, law, trade, etc.);
• In the absence of a Masters’ Degree: at least Bachelor’s degree and minimum 5 years of professional experience in a sector related to trade in addition to the minimum number of 10 years of general professional experience below.

General professional experience
• At least 10 years of general professional experience in subjects related to the assignment (i.e.: the various disciplines in the field of economic/law, international trade, FTA analysis, negotiation or implementation etc.).

Specific professional experience
• A minimum of 5 years of experience in a senior position on trade policy related to EU and/or Australia (e.g.: economic, legal, and/or business analysis, FTA analysis, negotiations and implementation);
• Proven experience in non-tariff barriers and/or legal analysis and comparison of trade-related standards and trade-related issues;
• Proficiency in English language (C1 level) and in particular excellent reporting skills in English;
• Experience in leading and coordinating teams in at least one different assignment with a minimum duration of 12 month is an asset;
• Experience and knowledge of the Australian internal market is an asset.

The team leader is expected to be in close and regular contact with the EU Delegation to New Zealand to receive adequate guidance on the areas to address in each study. S/He will be available for any kind of follow-up question to the studies during the duration of the contract.

• Education at the level of Masters’ Degree in a field related to the assignment (economics, law, trade, etc.);
• In the absence of a Masters’ Degree: at least bachelor’s degree and minimum 5 years of professional experience in a sector related to trade in addition to the minimum number of 10 years of general professional experience below.

Up to 5 junior experts: Trade Policy and Trade Sector Analysis (80 working days max)
Junior experts will be needed to ensure the best quality and analysis for the specific sector studies and policy briefs. The studies shall not be a mere collection and repetition of literature and public sources but provide real intelligence (legal, economic, political) and further expert analysis of the content.

The EUD to Australia and the EUD to New Zealand will confirm the sectors for in-depth analysis during the kick-off meeting.

Expertise required for the team of Junior Experts:
The contractor is responsible for proposing a team of experts that has proven track record in data gathering, analysis, and clear and concise reporting in legal, economic, and/or trade related areas including but not restrictive to:

- FDI policy including investment protection;
- Service sector;
- Sanitary and phytosanitary (SPS) measures and agri-related regulations;
- Intellectual property;
- Technical Barriers to Trade;
- Energy and raw material;
- Government procurement and public-private partnership (PPP);

• Experience in EU Trade Policies is an asset;
• Experience and knowledge of the internal markets of Australia and/or New Zealand is an asset

Skills and experience required for each member of the team of Junior Experts:
Each expert must have:

Qualifications and skills
• Education at the level of Masters’ Degree in a field related to the assignment (economics, law, trade, etc.);
• In the absence of a Masters’ Degree: at least a Bachelor’s degree and minimum 5 years of professional experience in a sector related to trade in addition to the minimum number of 10 years of general professional experience below.

• At least 3 years of post-graduate professional experience in research or working experience in subjects related to the assignment (i.e; the various disciplines in the field of economic/law, international trade, FTA analysis, negotiation or implementation etc.).

Language skills
• Proficiency in English language (C1 level) and in particular excellent reporting skills in English;

Working language:
The working language of the contract is English. Reports have to be produced in English.
