AESA is looking for a team player to join the Governance and Human Development Department in Brussels.
The Department assists worldwide donors, national and local institutions and other stakeholders in the Human Development Sector (Education, Vocational Education and Training, Lifelong learning, Culture, Social Inclusion and Protection, Health and Research & Innovation) and in the Good Governance Sector (Human Rights, Democracy and Rule of Law, Civil Society, Local Authorities & Decentralisation, Migration, Humanitarian Aid, Conflict Prevention and Resolution, Peace and Security). The Department has worldwide experience in designing, implementing, monitoring and evaluating projects in the above fields and it is currently managing a number of small, medium and large-scale contracts.
The Department is working on three EU Framework Contracts, one as consortium leader (FWC SIEA 2018, Lot 4 - "Human development and safety net") and two others as consortium partner (FWC SIEA 2018, Lot 3 - "Human rights, democracy and peace" and FWC PSF 2019, Lot 1 - “Public diplomacy, information outreach and organization of events”).
The candidate should share the passion for Governance and/or Human Development subjects as well as have a proactive attitude to work in a team of three to five staff. The key role of the business development manager is to contribute to the acquisition of new contracts (mainly through the participation to tenders) and the secondary role is that of supporting project management activities. AESA will propose a career path for the candidate’s future development in the company, based on his/her experience and skills, offering space for professional growth.

Duration: Indefinite employment following probatory period of 6 months

The incumbent, under the direct supervision of the Head of Department and in cooperation with the Department’s team located in in Brussels and abroad, will cover the following tasks:
1. Business Development
Identify business opportunities and negotiate with potential clients/partners. Prepare Expressions of Interest. Participate to fact finding missions and drafting of reports. Elaborate and coordinate technical and financial proposals in cooperation with partners. Draft/review the organization & methodology of bids as well as budgets. Establish and maintain regular professional contacts and networking with clients, partners and sector experts.
2. Project Management
Manage ongoing projects, both technical assistance and FWC. Liaise with Contracting Authorities (mainly EU Delegations) and relevant stakeholders. Coordinate partners’ and experts’ activities. Prepare contracts and addenda. Provide support to the fielded teams. Manage budgets. Monitor implementation of project activities. Perform quality control of contractual deliverables. Review performance and contribute to knowledge capitalisation. Write reports, concepts and presentations as well as represent AESA in conferences and seminars. Develop annual programming and new business partnerships with consultancy firms.
• Master’s degree in a relevant area (Economics, Political or Social Sciences, or similar);
• Minimum 8 years of experience of which minimum three in drafting technical/financial proposals and three in managing contracts funded by the EU. Experience in FWC is an asset;
• Fluent written/spoken English and French; working knowledge of a third EU language is an asset;
• Ability to withstand pressure with tight deadlines;
• Willingness to travel in developing countries, sometimes at short notice;
• Ability to plan, organize a team, monitor progress and review contributions;
• Understands the strategies and programmes of relevant donors (EU, AFD, ADB, WB);
• Experience with EU procedures, PRAG and PCM;
• Good interpersonal skills, behavioural flexibility, creativity/initiative;
• Team-player, commercially-oriented, self-starter, deadline-driven;
• Proficiency in MS Word, Excel and Power-point.
