Job description:

AESA’s Governance and Social Development Department wishes to strengthen its Framework Contract Unit. The incumbent will be responsible for responding to requests for services; technical, contractual and financial management of awarded projects; management of the FWC Consortium and work with clients, partners and experts.

The incumbent, in cooperation with the Unit’s team, will cover the following tasks:
• Manage running short-term projects worldwide in the Social Development Sector (Education, Vocational Education and Training, Lifelong learning, Culture, Social Inclusion and Protection, Health and Research & Innovation) or in the Good Governance Sector (Human Rights, Democracy and Rule of Law, Civil Society, Local Authorities & Decentralisation, Migration, Conflict Prevention and Resolution, Peace and Security)
• Define requested experts' profiles if not included in the Terms of Reference of the call for tenders;
• Identify, select and recruit experts. Tailor and edit experts’ CVs;
• Prepare technical and financial offers in cooperation with partners. Draft/review the organization & methodology of projects; prepare project budgets;
• Ensure technical and financial management of awarded projects: liaise with Contracting Authorities (mainly EU Delegations) and relevant stakeholders; coordinate partners’ and experts’ activities; prepare contracts and addenda; provide logistical support; manage budgets, invoices and timesheets; provide technical backstopping and monitor implementation of project activities; perform quality control of project reports;
• Update AESA’s databases of submitted tender proposals, awarded projects and experts’ profiles;
• Prepare progress/annual reports for the clients;
• Develop annual programming and new business partnerships with consultancy firms.
• Ensure contractual deliverables are submitted to quality standards

Required profile:

• University degree preferably at master’s level in relevant discipline
• 3 years of professional experience with EU -funded Framework contracts
• Fluency in English and French, a third EU language would be an asset
• Experience with EC procedures, PRAG and PCM would be an asset
• Experience in drafting proposals would be an asset
• Good interpersonal skills, behavioural flexibility, creativity/initiative
• Team-player, commercially-oriented, self-starter, deadline-driven
• Proficiency in MS Word, Excel and Power-point
