The overall objective of the action is to provide an understanding for enhanced (1) policy dialogue / strategy development and (2) operational planning / programming of financial assistance in Turkey on gender equality and women empowerment GEWE with regards to EU actions in Turkey.
The specific objectives of the action are:
• to produce a gender analysis (including quantitative data/statistical trends) on differences in the conditions, needs, participation rates, access to resources and development, control of assets, decision-making powers, etc. between girls/women and boys/men in their assigned gender roles. It should support a better understanding of the Government of Turkey's commitment and capacity to work on GEWE issues. The gender analysis should focus on specific sectors/dimensions of gender inequality (as defined in this ToR), and lead to concrete recommendations with regard to both the EU's potential (1) policy making initiatives and (2) operational interventions on gender equality in Turkey.
• to provide Turkey specific, measurable, available, relevant and time-bound indicators in achieving identified thematic objectives originating from the GAP II.
• to analyse the gender effectiveness in line with EU best practices in EU annual and multiannual programming documents of EU Turkey Financial Assistance in the IPA II period;
• to draft training materials.
