AESA has been awarded the contract: "Development of an action plan for the creation of a MNV system, creation of the MNV System (detailed MNV) and development of a Burkina Faso MNV reference scenario for the Forest Investment Programme (FIP)".
Background: Burkina Faso has been working to reduce emissions-related to Deforestation and Forest Degradation since 2010. It's then a pilot country member of the Forest Investment Programme (FIP) whose objective is to mobilise policies, measures, funding to facilitate the reduction of greenhouse gases due to deforestation and forest degradation, promote the sustainable management and conservation of forests, increase forest carbon stocks and fight against poverty (REDD+). Within this framework, Burkina Faso has been preparing the two FIP programmes since January 2013: Decentralized Forest and Woodland Management Project (PGDFEB) – WB and Gazetted Forests Participatory Management Project for REDD+ (PGFC/REDD+) – AfDB which consists of three components: (i) improvement of forest governance for REDD+, (ii) development and participatory management of gazetted forests and (iii) project management. Component (i) is focused on the national level at which a reference scenario (FREL/FRL) and a Monitoring, Notification and Verification system (MNV) to track changes in forest carbon stocks must be designed and implemented based on the REDD+ perspective.
While the country has made good progress in generating information to develop the FREL/FRL and the design of the MNV system, there are still shortcomings which prevent the establishment of the FREL/FRL and the MNV system. The overall goal of the study (financed by the PGFC) is to remove the shortcomings (no map of changes in forest cover and no model to quantify the loss of SOC due to deforestation) and use existing information to establish a FREL/FRL.
